Many of us who travel the streets of San Francisco on foot experience the increased number of homeless. The sheer density of people in different areas has to overwhelming for even the best run public systems to adapt to. Add to that, people move from area to area quickly, so a focus on Mission turns into a Civic Center problem.
Open data does not solve any problems. It merely highlights the scope of the issue.
